Led by Frank Salzberger, the Head of the Technology Transfer and Business Incubation Office, the ESA Business Incubation Centres were initiated in 2000 and was setup to inspire entrepreneurs to turn space connected business ideas into commercial startup companies.

Since July 2003, there are over 65 startups that have been developed throughout Europe with thousands of new high tech jobs created due to applications of space systems, development of ESA intellectual properties and space technologies transfers. On average, there are more than 150 startups that are taken up early at ESA BICs.

Currently there are twenty ESA BICs, across more than 60 cities and in 17 European Countries. ESA BICs provide opportunities for entrepreneurs and startups to turn their ideas and inventions into businesses in Europe. The centres offer the following:
- office space and logistics support
- technical support
- business assistance
- seed money and access to equity loan facilities
- access to inventors, VCs and other finance opportunities
- help to find partners and launch business internationally through the extensive ESA BIC network

- ESA BIC Noordwijk located in Noordwijk near ESTEC in the Netherlands.
